Contrary to predictions of noncooperative bargaining models, empirical evidence shows parties receive cabinet portfolios proportional to their legislative seats. This article explores government formation as an endogenous process governed by Gamson's Law, demonstrating that when parties have similar preferences over portfolios, the allocation is indeed seat-based.
