Ukraine's 2013-2014 anti-government protests sparked debate about Russian influence. This article examines third-party intervention in domestic unrest through a game-theory model involving the government, protesters, and supporters. Key findings reveal that third parties may fund state violence against demonstrators—even if it leads to their protégé's removal—driven by strategic deterrence of future protests within their sphere.
