Career Ambitions & How Electoral Rules Shape MEP Participation

Introduction

In democratic systems, politicians' motivations often include advancing their careers at higher levels. This analysis examines Members of the European Parliament (MEPs) and how their career ambitions interact with electoral institutions.

Data Used

A novel dataset combining stated and realized MEP ambitions was analyzed in this study.

Key Finding 1: Ambition Direction Matters

MEPs aspiring to move from EU-level to national/state positions participate less in legislative work than those planning to stay at the European level.

Key Finding 2: System Differences Amplify Effects️⃣ In candidate-centered electoral systems:

  • Ambition effects on participation are most pronounced
  • Legislators with career-changing ambitions show significantly reduced attendance/participation

In party-centered systems, these effects are much less evident.

Takeaway Message

Electoral rules influence how MEPs prioritize their work. Career ambitions have a stronger impact on legislative activity in systems that allow more individual responsiveness.
