
In recent decades, state legislatures across the U.S. have increasingly professionalized.
This study examines oversight capabilities in state legislatures. Drawing on data from 2016-2023, we analyze how professionalized legislative bodies perform. We find that while more experienced legislators may have certain advantages, the relationship between professionalization and effective outcomes is complex. Focusing specifically on budgetary oversight capacity across multiple states including California, Texas, New York, and Florida, our analysis reveals nuanced patterns.
Our results suggest that legislative effectiveness depends not just on individual professionalization but also institutional arrangements.
