Ideology Dominates Over Party Loyalty and Public Opinion in State ACA Votes

State legislators' voting on Affordable Care Act (ACA) implementation bills from 2011-2015 reveals ideology as the primary driver, outweighing party affiliation or public opinion. Using new data measuring both ideology and votes during this period, we find that ideological alignment consistently predicted legislative decisions despite variations in bill specifics and issue focus across states.
