What was the line item veto?
A proposal that would allow presidents to veto specific provisions of a bill rather than requiring a veto of the entire bill. One version of the line item veto was passed by Congress in 1996, but was declared unconstitutional by the Supreme Court in Clinton v. City of New York (1998).
