What did the Supreme Court hold in McCulloch v. Maryland (1819)?
First, the Court held that Constitution grants to Congress implied powers for implementing the Constitution's express powers, such as authority to create a national bank. Second, states may not impede valid constitutional exercises of power by the Federal government. In this case, Maryland could not tax a federal agency because states could use tax federal agencies out of existence.
